Ok, I figured it out at last
I'm answering here, because I don't see this answer anywhere else.
It turns out that the graphic content is rendered by Internet Explorer. As I don't use Internet Explorer normally (I use Firefox as my main browser), I hadn't noticed that IE had a connection set to run through a proxy - something I'd needed when working overseas recently.
That proxy is no longer running - so my IE wasn't working, and my pictures didn't get rendered. Neither Eudora nor Firefox pick up those proxy settings, so they were working fine.
So the check that Eudora does going to the Picture Server sites needs to be qualified so that it's noted that the check _must_ be done using IE, not your favourite browser.
